Résumé :	E-government is a new concept for modern governments, which has radically altered the traditional concepts of governments, the way they operate and the services they provide to their citizens. This concept combines the constitutional and administrative concepts of Governments with the scientific and technological concepts generated by the modern information and technology revolution. However, this concept remains vague, not to be determined, because it is still the subject of many studies and is a newly established concept that is still being developed and trained. Thus, in this thesis, we tried to present this concept by trying to identify some of its characteristics that have been the subject of various legal, political, administrative and scientific studies. We have tried to clarify the different strategies that have been put in place to move from the theoretical side (strategic vision) to the practical aspect. By looking at some models of some of the strategies developed by States to implement e-government projects. We also discussed the legal protection mechanisms that have been put in place to protect electronic governments and the new legal concepts that have resulted.
