Résumé : |
In Algeria , public action knows various mutations and challenges to its traditionnal logic, its organization, its management methods and its performance . The crisis of the welfare state reveals the deficiencies of public management and undermines the legitimacy of the public administration even the legitimacy of the state it self. Algeria is facing serious economic difficulties and as a result, is in the processus of restructuring in the direction of the liberalization of its economy and the introduction of a desired market and integration logic international competition game .
All this impose imperatives of performance at the level of the private sector which At the level of public sector in its two components : economic and administrative to face the international competition. There can be no efficient and competitive economy without efficient and competitive state and administration. The public administration is called upon to renew the traditional modalities of its operation, to explore new modes of action and to appropriate new rationalities focused on efficiency, effectiveness and performance. However , the general economics of the research subject shows a gap between the technical mutations in public action and the systemic mutations in public management. The technical mutations concerning the means employed in the context of public action. Systemic mutations are deeper than technical mutations , they relate to the very functioning of the public management system. They include , mainly, the general reform of the state the evolution of the relation between the administration / administered and the quality of the administrative services. If it is easy to introduce new techniques , it is much more difficult to transform the public management system as a whole. As a result , post-modern techniques such as regulatory authorithies , new information technologies and electronic administration coexist with heroic techniques of the past such as opacity, corruption ,and administrative bureaucracy…..
This gap between the importance of technical mutations and the limited nature of system ic
mutations is largely due to the absence of two conditions:
The first condition lies in the transparency of public action . The second condition concerns the role of civil society in the mutation of public action. Public authorithies can not carry out structural reforms without the participation of citizens. In this respect a crucial question arises : is civil society able to fufill such a mission ?
Does it have the means to contribue to the modernization of public action Is the administered / citizen prepared to assimilate and participate in the implementation of the principles of governance?
This is the central issue of this study , in order for theses mutations to be legitimate , they must still reach the degree of acceptability desired by the citizen/ administered.
