Résumé :	It is commonly acknowledged that the law recognized the commune independence principle as a basic unit of the territorial state units and a deliberative body represented by the municipal people’s assembly as elected as an executive body headed by its president. It gave the trusteeship the right to impose control as an exceptional system on these bodies, whether individual or business control, it is incumbent on the legislator within the framework of the municipal and electoral laws to stipulate the necessity for coordination between the control bodies and local authorities also to promote the integrity and transparency values in order to ensure the good local performance and preserve public money, so that we can talk about the local community prospects.
