Résumé :	Urban services are the most important features of the development of areas, especially water service as a basic urban service and a legitimate right for every citizen. This has necessitated greater efforts to improve and activate this service at the level of our urban communities. Algeria has developed its hydraulic structures, and institutional reform for the water sector, while adopting new ways of managing. The Constantine urban grouping had a share in these developments; it benefited from raising the amount of potable water; wastewater treatment plants; and modernizing the management of the service to the Water and Sanitation Company Constantine, which had a partnership with the French water company Marseille, Modern technology and the configuration of its tires with the modernization of its hardware. Allowing for the raising of service indicators, and achieving most of the established objectives; an evolution in staffing and a continuous distribution of water 24 hours a day, and wastewater purification. After the study was conducted on the study models, it was found that despite this improvement, there are several technical or technical shortcomings, even in the management, in addition to the negative role that the citizen has been exercising in the abuse of water and waste. And there is much to do to ensure continuity of service while preserving the environment and health of the citizen, and to achieve sustainability of this scarce resource.
