sustainable development with all its kinds and principles. We tried to focus on the position
it acquired since its appearance on the international stage. Sustainable development has led
to global awareness of the dangers on the environment and its future, through several
conferences and summits to remedy the deterioration that threatens its ability to regenerate
and survive. However, it failed to put these rules into practice, which led to its failure to
turn sustainable development into a mandatory program for all poor and rich countries in
the world.
In addition, its realization in Algeria remains far-reaching, and what is odd is that it
has the natural, economic and social capacities and qualifications. That is what we come to
through our case study in wilaya of Sétif as a local example to achieve sustainable
development. A city that contains all human and natural resources, basic infrastructure and
important touristic potentials. However, by failing to take the basics of good planning and
without regarding each region’s characteristics during the development lead to failure to
achieve acceptable levels of development. On the contrary, it has led over severity of
difference especially mountainous regions - North, South who remain marginalized and
suffering from a vacuum of the human body because of the absence of the factors of
urbanity and investment and is what ultimately counted in this study led us to overcome
any offer as the absolute priority for expiration term delay while acting on the development
of the agricultural sector as an opportunity and a serious substitute of local economy in the
medium and long term."

This research addresses the issue of regional differences and the problem of development in Algeria through the study area in the city of Setif. The research tackled the widespread concept of development on the one hand, and the diffuse and used with different concepts and indications on the other. It also discussed the development policies of Algeria, including the issue of regional development as a mechanism for achieving balanced development and justice. The research focused on the naturally differentiated study area, which can be divided into five homogeneous areas: the northern mountainous region, the footprints of the mountains, the Upper High Plains, the Upper High Plains and the Southern Mountain Region.The latter includes administratively sixty town halls. After studying the natural and human characteristics of the region and highlighting the role of the historical factor in its formation, the research tackled the developmental reality of the study region, reaching a map that shows the different levels of development, based on 30 indicators related to various aspects of economic and social development. The research tackled the study and analysis of the various developmental programs that belong to the study area, both public and municipal, sectoral or private, through the activity of the supporting bodies and institutions, and accompanying the private investment. Based on the results obtained in the first parts of the research, the development of prospects and alternatives to development aimed at elevating the region was finally formulated.

The environmental risk assessment process in the agglomeration of ANNABA, and ensuing phases: Enumeration risk sources and their identifications, showed, multiplicity, diversity and disparity of degree of risks in the form of pollution levels and snitches risk embodied in the greater Annaba especially in large industrial complexes such as EL HADJAR and ASMIDAL, or smaller EDOUGH like dairy, or those affected, and for several reasons, the ecosystem itself (air, water or rock), leaving significant adverse effects on the ecological balance, health human and the quality of urban life.
