The phenomenon of littoralisation is the result of the convergence of a number of natural factors favored by the human will. The Algerian eastern coast (which includes the coasts of Al Tarf, Annaba, Skikda and Jijel) is the result of a combination of factors including climate control, Water resources, diversity of ecosystems ..... the first category, the historical accumulations and the political administration, especially in the stage of economic advancement beginning in the seventies, and the dictation of globalization from the outside world, where the sea is the main link in the second category. The process of diagnosing the reality of the tidal phenomenon at the level of the eastern coast of Algeria, which followed the survey phase of the survey areas in the study area (concentration of urban centers, ports, factories, tourist facilities ...) has shown many dangers to coastal ecosystems Eastern Algeria, where pollution was manifested in various forms, as well as in increasing pressure on coastal resources, which led to the emergence of several environmental problems in the eastern coast of Algeria. Effective Factors at the environmental Education l’environnement problèmes environnementaux l’éducation
environnementale acteurs de l’éducation environnementaleIndex. décimale : 711 التهيئة العمرانية Résumé : The divergent types of pollution and the lack of green belts are but tow among a plathora of factors that put the environment of Algeria at stake. Through this study, we have tried to diagnose the environmental situation of Algeria, regarding its divergent natural areas. We further tried to shade light on the importance of the environmental education and the role it plays in protecting nature since this kind of education is regarded as crucial in nature protection. Henceforward, the researcher tried to evaluate the roles played by the local effective factors. The study englobes three Algerian Eastern cities from north to south which exhibit a diversity of natural circles. These cities are: Skikda, Bordj Bou Arreridj, and Ouargla. The study results revealed a diversity among the different environmental threats and their degree in each city, based on the characteristics of the natural environment, of the human environment, and of the different economical activities practiced in each city. It was also concluded that the local effective actors at each city plays a significant role in solving its environmental issues. However, there activities remain insufficient because of the obstacles they face such as the lack of the financial and the Human Resources, the poor environmental formation, and the absence of coordination among the effective local factors.

several fields, we find that the local development as a concept has evolved and
took a new vision in line with the current situation, where this development is no
longer limited to the economic side only but has affected all of the social,
cultural, environmental and urban ones, and this is what led to the emergence of
new local actors, as the role of the country in the context of decentralization
retreated, yet the role of the local groups increased, also the involvement of civil
society, associations and private actors became so clear at the local level, which
was proved by the Field Study of the local development reality in Constantine
on the one hand . On the other hand, we found that this state has several natural
and human qualifications that enable it to achieve a successful local
development, but it suffers from a poor territorial governance and have some
problems that negatively reflected on its regional field and caused the
obstruction of the development process, perhaps the regional disparities between
its municipalities can be considered as the most important one; as a result we
propose the establishment of a development plan aimed at the restructuring of
the regional area of Constantine and try to create a kind of balance in line with
the requirements of each municipality with the adoption of the population
projections of logical prospects for the local development of this state.
