However, this obstacle has not prevented the influx of a large number of estivants each summer season, where they came from different regions. These estivants have found an alternative for this recorded deficit it is ""the rental phenomenon in the inhabitant"", which has experienced a great trend over the past decade; This phenomenon represents a form of urban change which is linked to the tourist activity of the region.. The development of sustainable tourism must be ensured by raising awareness of the importance of tourism in economic and social development and by creating a tourism culture However, it is necessary to raise awareness of the importance of tourism in economic and social development, preserving the natural and ecological heritage and temporal spatial integration by creating different types of tourism according to the tourist potential of the region As it is necessary to involve all the actors of the sector because it is a necessity for the success of the process because the tourist activity is a moral and material interaction between all the sectors and individuals.

Its benefit are direct and immediate, it absorbs unemployment, it contributes to the environmental and the archeological sites protection, it influences the margin of the prices, it opens field of investment and partnership in addition to its co-operation with different productive sector and services, from where the development and the promotion of this sector becomes a need impossible to circumvent while being in agreement with the futuristic vision of the local development which stipulates that Algeria must imperatively commit itself developing this sector of tourism and to benefit from it. It is in this direction that we chose to develop the tourism sector in a large city in order to give it a new tourism image, it acts of Constantine, known for it strategic geographical situation and its natural, cultural, scientific and economic potentialities, it becomes urgent to leave this wilaya from its lethargy and to imply it in a rational and scientific way in the world competition’s market. This research addresses the issue of regional differences and the problem of development in Algeria through the study area in the city of Setif. The research tackled the widespread concept of development on the one hand, and the diffuse and used with different concepts and indications on the other. It also discussed the development policies of Algeria, including the issue of regional development as a mechanism for achieving balanced development and justice. The research focused on the naturally differentiated study area, which can be divided into five homogeneous areas: the northern mountainous region, the footprints of the mountains, the Upper High Plains, the Upper High Plains and the Southern Mountain Region.The latter includes administratively sixty town halls. After studying the natural and human characteristics of the region and highlighting the role of the historical factor in its formation, the research tackled the developmental reality of the study region, reaching a map that shows the different levels of development, based on 30 indicators related to various aspects of economic and social development. The research tackled the study and analysis of the various developmental programs that belong to the study area, both public and municipal, sectoral or private, through the activity of the supporting bodies and institutions, and accompanying the private investment. Based on the results obtained in the first parts of the research, the development of prospects and alternatives to development aimed at elevating the region was finally formulated.
