Due to its strategic geographical location and rich historical background, the « capital city » of Mila is considered the hub or the throbbing heart of the province (Wilayah). This latter, just like the rest of the Algerian provinces (Wilayahs), has recently witnessed a rapid demographic growth along with a massive rural migration towards the city centre as a result of administrative promotion. This was accompanied by uncontrollable urban growth, bad planning and managemet inefficiency, as well as random expansion of the city at the expense of agricultural lands. Therefore, the urban face of the city was distorted and the land was further exploited for many different purposes. In addition, many housing projects and public amenities were realized. However, in the absence of a serious and effective policy in urbanism, the number of chaotic buildings has increased considerably which led to the distortion of the exterior view of the city. We have also noticed a deficiency in (the use of) the essential public facilities which reflect real urban life, with the modern sense of the word, such as health and sports centres, educational and cultural establishments, green spaces,...etc, which are vital for urban life. Thus, in the light of all what was said and in brief, the primary aim of this study was to analyze and evaluate the different uses of the city land. This was achieved through determining the deficiencies so as to make some suggestions which may help in finding well-planned and reliable methods or procedures which, hopefully, can be used as a starting point for a more serious urban planning in the future, which respond to the needs of the citizens and the society as a whole.

The city of Jijel, this big and small city , has known along its evolution a real dynamic and multiples mutations; from growth around the colonial center to suburbanization, till the conurbation and the formation of the urban group Jijel ,the urban growth and sprawl have resulted in longer distances traveled between its different urban areas, and an increase in the number of trips exercised by its inhabitants ,therefore, have generates also congestion and large traffic black spots in specific places especially entrances and exits of the city as well as the historic centre and the commercial one. The mobility of tourists , students ,plus the commercial movements are not the only causes of this critical mobility situation in jijel .the degradation of its urban structure and the inability of its road network, informal and non compliant, have aggravated the problems of mobility, due the good management of the transport sector and the good coverage of the park and line at the city . As a result, this study aims to highlight the interaction between urban growth and mobility in urban group Jijel, following the accelerated evolution of the car fleet and the intensive use of the car. To show the need to coordinate urban planning and mobility planning , and finally to propose solutions and alternatives of organization and management shared and integrated ,ensuring interrelationship between sectors, interaction between interests and interdependence between interventions , involving all local actors in transport and urban planning sectors , and all economic or social partners , in the context of urban governance and with the aim of ensuring a healthy and clean sustainable living environment.

The city of Annaba, one of the most important large Algerian cities, has seen developments in various sectors as well as the multiple morphological transformations that have converted it from a core city into a city with extensive extensions; it has thus become the central city of a large urban agglomeration The overpopulation and high growth rates as well as the phenomenon of continuous migration in the region have resulted in the emergence of a powerful and developed economic base with the concentration of infrastructure like high level road and transport networks. Regional, national and international (airport, port) all this has contributed to the increase of the daily commuting rate of the inhabitants of the agglomeration whose needs have increased in terms of necessary utilities, facilities and services. Thus the Annabi urban agglomeration has become a cohesive unit with a high concentration of integrated, which means that this demographic, economic and social dynamic has led to the creation of an infinitely large space characterized by a high level of mobility; thanks to public transport (bus), in addition to the location of investment projects relating to transport infrastructure and superstructures, which has boosted mobility in the agglomeration.
