a huge number of persons having higher cognition The university libraries contain lot of people(workers and employers) . Our project s concerned with the study of the investigation of people s knowledge in libraries and its role in developing the cognitive administration taking a real example of the centre library of MENTOURI in Constantine. First, we focused on the description of the library, we discussed the theoretical view of this university library it is based on the people s assessment more than the library contents ( book and documents). For people s assessment we have reserved a part of the study to discuss it in details after that there is a presentation of the real situation of the cognitive administration in the centre library of MENTOURI in Constantine, through the study on field, which rely on method descriptive, just as we adopt each of questionnaire, interview and observation such as instrument to assemble data, as for a sample of study it come into 29 persons concern with questionnaire and 03 persons concern with interview. we come to conclude that we have many things to say:
-Training courses seldom exist and if it s found it doesn t include all kinds of

university libraries in e-government project in Algeria, and to reveal the reality of modernization of the library sector in Algeria. The first aspect of our theoritical subject portrays the nature of e-government, and to introducethe Algerian e-government project 2013, then we dealt with the university library site within this project. The second aspect of our work is a survey that aims to investigate the site of the university library within the project of electronic government, the Algerian 2013 through a field study which was applied at the central library of the University of Jijel. One questionnaire and interview was administrated to the company personnel have helped us to gather significant data to get results that confirm the hypotheses stated. These results show that the technological developments adopted by the library joining Meda Temp us project contributes to the embodiment of e-government project in Algeria.
