Algeria inherited complex and varying territorial distinctions. The country tried to reduce some of these differences through different developing programmers which were based on large cities not inland ones. This survey conducted focuses on the scientific analysis around thesis statement of the social and economical distinctions between the inhabitants and the development in territory.
The differences in the local territory result from natural factors and historical accumulations. In addition to the diverse choices of the economical development after the independence .Despate the diversity of the developing programmes ,the spending of money is not according accurate scientific studies based on economical and demographic indicators, but with management style attracted by modern and traditional styles .Man has contributed indirectly to the deepening of those differences. The living conditions of the inhabitants bear two various images, one of the human who managed to provide for himself refinement and the other of a man who is deprived. This implis that the government has assured the services for the stability of inhabitants. the balanced development can be realized first by the reduction of the differences that exist between towns so that the objective get transferred to words the promotion of the territory according to its social, economical and geographical characteristics so that enables to know the development tools with objectivity and determines the degree of priority so for how long do the local territory remain equivalent to the absence of the viability and the difficult living conditions ?
