political life of the Middle East during the 19th and 20th Centuries. During these periods, two
different but inter-related factors had forged the history of the Middle East, thus, led, in
part, to decolonization and independence from Great Britain, namely: Nationalist endeavors,
and imperialists demands. This work also examines Britain’s imperial ‘cat and mouse’ policy
with Arab nationalists, who sought to free their lands from the Western domination, mainly
the British one. The present study, in addition, explores British counter policies to preserve
and secure its imperial presence in the area, and endeavours to answer the following
question:
How far successful or unsuccessful were Britain’s policies to safeguard its imperial
interests in the Middle East, under the massive growth of Arab Nationalism during the first

Middle East area witnessed many changes. The major colonial powers wanted to
control the former territories of the Ottoman Empire within their empires; however,
the American President, Wilson refused to accept further colonialism after the war.
He concluded that the major cause of the war was the competition between the
European powers to dominate the world. Therefore it was the Mandatory System,
which replaced the formal colonialism in the world in the 20th century.
This paper aims to highlight some aspects of the British Mandatory Policy in the
Middle East, through Iraq as case study, and answer the question regarding the nature

Le rôle régional Moyen Orient Turquie La politique extérieure Politique de voisinage Role Regional Middle East Turkey Foreign policy Neighbourhood PolicyIndex. décimale : 320 علوم سياسية Résumé : Foreign policy is considered among the most important topics of research in the field of political sciences and international relations, especially if it concerns one of the most effective nations in international system and Turkey’s foreign policy is the most stressed for researchers mainly after the cold war.
After dealing with some notions and theories that explain international relations and Foreign policy in a general way and dealing with its most identifiers whether in internal or external climate and Turkey’s constituents and what did its force components witness as positive developments during this period principally in its economic dimensions where Turkey succeeded in taking over the first rank among the
region’s economics(or the sixteenth on international level)whence total local consequent refrain ,in addition to its openness in political domain and liberties,these components gathered qualify and gives it generosityin making strong and confident foreign policy.
The second chapter of this study deals with changes in Turkey’s foreign policy and its territorial role in the last years where there was an increase of interest of Turkey’s role in the middle east and its affairs mostly after the arrival of the party of justice and development to power in Turkey in November 2002.
It was discerned that Turkey’s new policy is based on pluralism of policies and moving on much levels and directions and the study shows how Turkey attempts actively to subtract itself as strategic substitutor in the region through mediation efforts that is rising ,also the desire of the new government’s guidance on emphasis to embrace different vision typical to Turkey’s policyand its foreign relations in
different areas especially in the middle east because of the high importance of this latter regarding to its best strategic and sensitive locality in one side and its petroleum riches on the other side. In addition to security, political ,economical ….factors without preference of a side to another and give priority to Turkey’s national interests, and we attempt to analyse this through Turkey’s relations with other nations in the region and its areas of cooperation and areas of struggle and competition which govern these relations.
Then ,in the third chapter, we ‘ll deal withemphasis on the increasing attendance of the Turkey’s role and activity in different center affairs in the region; that is through following Turkey’s political agendas and its policytowards problems and crises that face the region of the middle east like the problemof water, boundries, minorities and security problems(terrorism) and how Turkey deals in managing these conflicts according to what suits its interests without admittance to confrontations in which it uses force with the concerned sides but it aims to security coordination on account to the security of the region to fulfil the hole interests and tensions do not serve its
interests.
