a huge number of persons having higher cognition The university libraries contain lot of people(workers and employers) . Our project s concerned with the study of the investigation of people s knowledge in libraries and its role in developing the cognitive administration taking a real example of the centre library of MENTOURI in Constantine. First, we focused on the description of the library, we discussed the theoretical view of this university library it is based on the people s assessment more than the library contents ( book and documents). For people s assessment we have reserved a part of the study to discuss it in details after that there is a presentation of the real situation of the cognitive administration in the centre library of MENTOURI in Constantine, through the study on field, which rely on method descriptive, just as we adopt each of questionnaire, interview and observation such as instrument to assemble data, as for a sample of study it come into 29 persons concern with questionnaire and 03 persons concern with interview. we come to conclude that we have many things to say:
-Training courses seldom exist and if it s found it doesn t include all kinds of

Where the latter has become a very important strategic commodity underlying the dicision-making processes in various field, and because of the fact that the informations themselves beacame a commodity like other strategic commodities ,so all of marketinglaws(sale, purchase) were applied on them. Thus began the pivotal marketing takes place gradually, and took his features stand out clear and little by little to take a prominent place in the organizational structure of the management of modern libraries, So marketing is the first and the direct responsible in the library management to satisfy the needs of the beneficiary The marketing process management libraries include several activities of planning, organizing, directing and control, which is the foundation of the scientific method to study the management of modern marketing. The Management of libraries in the developed countries realized that following the scientific method and rules in the management of the marketing process is the first step to achieve the .objectives that it seeks to attain,so today our university libraries have to convinced the importance of the scientific method in the management of marketing operation and the big responsibility to choose the high scientific methodology that starts by marketing planning, analysing market opportunities to access to an integrated marketing combination to satisfy the current beneficiaries and reach the futur benificaires and to ensure that the libraries remain in the new world that high comptition is one of his featurs. It is omnipresent in any human activity. The emergence of new information and ommunication technologies has generated a radical change in the work of the documentary institutions and precisely that of the university libraries.
The information explosion and the emergence of computer science have led to an access to knowledge more and more orientated toward electronic supports. To be able to play their part fully, the university libraries must work out strategic plans aiming at establishing new working methods and placing new efficient services at the disposal of the user. In order to fulfill the requirements of the information society, a considerable support must be granted to new technologies, training, and to the implementation of new services.
This research task which relates to “the information society and its impact on the university libraries: the case of the city of Constantine” attempts to clarify the present state of our university libraries as regards the application of new technologies and the challenges which they must raise so that they can adapt themselves to the requirements of the information society. For this purpose, this thesis includes in its totality seven chapters. Three of them deal with the information society, the university libraries, as well as the library profession under a purely theoretical aspect. The four other chapters, are devoted exclusively to the survey. On the methodological basis, we called upon a questionnaire to collect the necessary data. The study is enclosed by recommendations in the following fields:
- Joint actions for the adoption of a national information policy.
- An increase in financing allowing the university libraries to engage towards the
implementation of new services.
- Reinforcement and support of the application of information and communication technologies in the Algerian university libraries.
- The launching of digitalization projects.
- Need for working out a specific statute being able to revalorize the library profession.
- Development of collaboration between the university libraries on the basis of work
