on the organization of the space of two urban areas Ziadia and Kantara in the city of
Constantine, given the importance of his position in the urban area the cities of the
east, has gained an advantage of attractive land and the result is the saturation of
urban space and the emergence of urban areas that absorb the growth of the surplus
population, including: Ziadia sectors and Kantara .
human potential and economic had an important role in accelerating the pace
of urban growth represented by the extension of the urban fabric and the change in
residential density through the neighborhoods and the imbalance in the distribution
of components of urban space which impacts negatively on the space, services,
environment, society and economy which has become the complex urban life for
the population and complicated in the future with the accumulation of deficits in
housing, public services and poor quality of various services, and environmental
degradation
To control this phenomenon, it was necessary to provide future alternatives
to meet immediate and future needs of the population and improving the
management of space by applying the various laws relating to the development and
the planning with the participation of various government agencies and citizens in
the application system at least in part , in order to improve the management of urban
space and make it appear in a balanced and coherent organization, and integrated
create a comfortable environment for urban residents.
