The study is based on a questionnaire that was administered to 37 second year students at University of Brothers Mentouri in Constantine . The results indicate that the majority of the students are aware that out-of-class interaction with other learners in the university building is helpful for achieving oral fluency; however, the majority of them as well are not interacting in such a way on a regular basis. Moreover, the results show that the main reason for those who never interact in English in the university environment is that they are not interested because they do not consider such kind of interaction beneficial for them.
