In the United States, the 103rd Congress (1993-1994) was assured an interesting place in the history of women in politics, because it witnessed a significant increase in the number of female legislators there. The statement that made women’s issues which were ignored and underrepresented to be more apparent and tackled in the legislative institution of male domination. This dissertation looks into the impact of the descriptive representation of women in the 103rd Congress on their policy responsivness to women’s issues and the gender gap among the legislators in terms of policy priorities and voting behaviour. These twin research aims were reached by a study of relevant literature and the implementation of scientific research on three areas of women’s issues that was achieved through the recorded debates and votes of male and female legislators within Congress. This dissertation hypothesizes that if the number of women’s presence in the 103rd Congress increased and their collective willing to help American women increased too, women’s issues would be better represented more any time before. This research produced a number of key findings: numerous surveys confirm that in the 103rd Congress, the gender was a key factor in the legislative behaviour of representative, because women were more likely than men to represent bills dealing with women’s issues as a priority within and beyond Congress. Further, they explore that the increased number of women legislators in the 103rd Congress even if it does not reach a critical mass and their collective work even across party lines as a group made a difference on women’s issues |
