Nowadays in Algeria, health and safety issues at work add an enormous burden, more on health than economic, and that is on workers, businesses and society in general. The observation is distressing; the least that we can say is that the situation is alarming, even catastrophic. The Algerian organization in general is lacking the practice and judicious analysis of the concept of ""Risk Management"". As a result, we acknowledge that there is an unequal professional maturity, different risk strategies and disparate organizational choices. Consequently, a mindset of recklessness or laissez-faire has developed at the level of our firms. Thereby, the Algerian enterprise has gradually become more open to the need for effective risk management, which is the objective of this thesis.
Thus, this thesis aims to help initiate in a simple and didactic way the risk mapping, enabling a proper management of industrial risks. The suggested methodology is made up of two parts: the tracing of the mapping of work accidents making it possible to shape the knowledge necessary for the control of hazards in a preventive manner in a region, a city, etc. Then instilling a culture of changing behavior and attitudes that is, spreading the culture of continuous and sustainable progress within the company and to ensure that a good atmosphere is maintained in the workplace, to protect the health of employees and the working environment to promote safe and sustainable development in companies. This mapping offers simple and didactic representations, giving decision-makers an overview to shape their strategic choices of actions to be initiated. We chose the region of Tiaret as
our case study.

Organizations use many management tools and organizational development management processes to improve their health and safety performance however even good strategies fail during implementation. The remaining challenge is to formulate an integrated management strategy that considers all demands and expectations of stakeholders. In this context, this thesis discusses mechanisms aiming to succeed strategic management approaches to health and safety at work by promoting cooperation, alignment and involvement of employees to improve the perseverance in pursuit
of health and safety goals.

Today, the industrial world has become more sensitive to the control of major accidents because of the serious and even catastrophic material, human and environmental consequences. For this, considerable efforts are made in terms of risk management in order to prevent these accidents. However, as our national economy is based on the very high risk hydrocarbon industry, where large quantities of flammable, explosive and toxic liquids and gaseous products, etc., are processed, stored and transported, the threat of an accident is always imminent, even no space is safe from disasters associated with complex oil and gas industrial installations. As an example, we can cite the catastrophic explosion of the Skikda liquefaction complex in January 2004, which in addition caused very significant material damage, 27 deaths and 73 injuries, not to mention the psychosis installed in the inhabitants and residents. In order to control these phenomena, several techniques and mathematical models of risk prediction have been developed. Among these methods, we find quantitative risk analysis (QRA); the latter is a rigorous approach and is essential for a good estimation and management of industrial risks. It mainly consists of identifying potential accident scenarios, estimating their frequencies and analyzing their consequences. The purpose is to estimate individual and societal risks and, therefore, to study and implement effective measures that adequately respond to this estimate. In some cases, the data may be available and known with precision by referring to experience feedback. However, these data are not always suitable for the analysis of rare and often complex events such as major accidents for which the statistical data are not satisfactory. Databases and expert judgments are another source that provides data used by risk analysis methods, but which is also fraught with uncertainty and
imprecision. Fuzzy approach can offer a very adequate framework for the representation and treatment of these uncertain and / or imprecise aspects.Note de contenu : Annexes.

Algeria, like all countries around the world, is experiencing a considerable explosion of the automobile fleet due to population growth and the need for travel, which have created an imbalance in the state of road traffic in most Algerian cities, consequently causing the phenomenon of road traffic congestion. The objective of this thesis is to find a solution to congestion in complex urban intersections crossing with a tramway line, through optimal management of mixed traffic. The methodology that has been followed is based on the evaluation and optimization of two main axes, which are the performance of the tramway and the traffic control in mixed traffic intersections (tramways - vehicles). This has been done through an in-depth study of the tramway performance to show how it can worsen or improve the traffic condition, thus through a combination of two static models that allow fluidifying the traffic in this type of intersections, based on real data of the tramway operation and the actual traffic regulation. The results found proved, on the one hand, that Constantine tramway is badly managed and that its performance is weak, especially in terms of comfort and regularity. This has had a negative impact on traffic flow in mixed traffic intersections. On the other hand, the traffic flow regulation in the intersection does not respond optimally to the existing conditions, especially because the timing of the traffic lights does not respond to the actual demand. The two combined models applied in our study improved traffic flow and effectively reduced congestion at the most complex intersection. In addition, the suggested recommendations allow further improvement of the tramway's performance and traffic fluidity. Finally, this work has proved that it is possible to reduce traffic congestion while optimizing the management of mixed traffic control systems, simultaneously, without the use of new infrastructure or additional technologies.

The overall aim of this study is to develop a methodical approach for assessing the vulnerability of major industrial risks in oil and gas industry, toward human, material and the environment using a semi-quantitative method. The proposed method was developed to assess vulnerabilities within the presence of high-risk companies using an estimation matrix based on 2 indicators; intensity and sensitivity, where each indicator is divided into several sub-indicators. Furthermore, the present thesis aim to reduce the industrial vulnerability based on mitigation and adaptation. The originality of the present study summarized in the usage of ease data collection and its analysis through a logical sequence of steps with verification loops until getting the optimal results. The approach would persuade the decision-maker that the obtained results are based on realistic and easy-to-understand information. To validate the present study, an application of the method was made on a scenario of explosion of a large storage capacity sphere of liquefied petroleum gas in oil and gas complex, in south Algeria, located near residential areas and companies. The results of this application indicated that when LPG sphere was 100% full, the intensity level was very high, associated with a diameter of the effects exceeded 4200 m in the presence of seven sensitive targets. Applying the vulnerability reduction, adopting a filling rate of 21% of the sphere capacity, the vulnerability level became tolerable and the radius of effects not exceeded 1200 m, associated with a maximum of three sensitive targets. Thus, applying the proposed method, the resilience of the targets was improved through an adaptation process.
