In the semi-arid Mediterranean region, and more particularly in the Maghreb, the increased pressures on water resources (climate change, growing competition between users) are recognized as major issues. Rational water management is one of the challenges facing the Urban Grouping of Constantine (GUC) in northeast Algeria. Its water resources are renewable but limited, while the demand is constantly growing under the dual effect of population growth and increasing per capita needs. The Group is composed of five municipalities (Constantine, El Khroub, Ain Smara, Didouche Mourad and Hamma Bouziane) with a population of nearly 884,000 inhabitants in 2015, expected to reach 1.2 million inhabitants in 2030 and 1.8 million inhabitants in 2050 according to projections made by WEAP The mobilized resources provide a volume of drinking water supply of 117 million m3 of which 78 % is surface water and the rest is of underground origin. However, the volume billed is reduced to 47.3 million m3, a difference of -51% compared to the overall volume of water distributed (97 million m3). The rate of connection to the water supply network is over 80 %. The number of water leaks detected on the network has experienced a relative decline in 2015, the result of rehabilitation operations carried out at the level of urban centers. For the same year, SEACO statistics show that the hourly duration of water service increased in the GUC municipalities, reaching 18.3 hours per day and 74 % of households benefited from continuous distribution (24 hours per day). This improvement is mainly due to the increase in resources mobilized from the Beni Haroun dam. However, the spatial inequality in the supply of the GUC agglomerations remains effective. It is attributable both to the availability of the resource and to the management of hydraulic infrastructures. Also, satisfaction by mobilizable volumes may not be guaranteed in the long term, given sectoral competition, climatic hazards and the poor protection of resources. Modeling using WEAP (Water Evaluation and Planning System) has been performed. It is applied to evaluate and analyze the existing and expected resourcerequirement balance by 2050, according to future water resource management scenarios,
taking into account different exploitation policies and factors that may affect demand.

During last three decades, Algeria is known for an immense and ambitious program in building of dams. Climatically, East Algeria is of the most abundant rainfall in the territory, where 25 dams are recently in operation, distributed through watersheds, with very contrasting physical characters. On the hydrotechnical plan, it’s characterized by the large variety in hydraulic properties specified from the perspective of their basins catchment, availability of lakes/reservoirs, and other auxiliary works. Data of water balance from the National Agency of Dams and Transfers (A.N.B.T) associates the follow-up and studies on the monthly and annual evolutions of entries, exits and deficits in the dams, as well as the knowledge of the hydrological behavior of the construction driven by the rainfall and other climatic fluctuations generally. Based on the analysis in ten dams with a hydrological observation over 23 years (from September 1990 to August 2013), a significant difference between the average interannual regulated volume (21.0 hm³) and theoretical regulated volume (37.7 hm³) shows an importance deficit in the water supply system which is strongly related to the frequency of wet and dry years. A chronological graphic method, with a statistical approach in data processing (type ""Bertin matrix""), is applied for three principal parameters (input, rainfall and storage rate). The result indicates a strong relationship between the parameters studied: a clear growth from the dry years from September 1990 until August 2002, and vice versa for wet years from 2003. These results are confirmed by the wavelet analysis: the dams storability are strongly influenced (from 66 % to 93 %) by a climatic variability and the left (from 7 to 34 %) is related to other factors such as the physiography of basin catchments. Results of the water balance show strong water losses by evaporation. The volume of water leaked, particularly on the karst sites (Foum El Gherza and Hammam Grouz), can reach to a significant peak specifically during the wet years 1990/91 and 2004/05. Otherwise, the phenomena of risings origins from excessive volumes evacuated from reservoirs or drainage of dams as details in the flood study for three dams Cheffia, Zardezas and Foum El Gherza. The quantification of sediment volumes in the dams (bathymetric campaigns 2004 and 2014) shows a reduction in storage capacity of the dams over time with a storage loss of 231 hm³ according to the survey in 2004, and 328 hm³ comparing to 2014. Finally, the analysis focuses on the inter-basin water transfer systems from large dams, and on the possibility of an interconnected management system to cooperate the basins in Eastern Algeria.Note de contenu : Annexes. Three major themes were addressed in this research on the hydrology of the watershed of the river in eastern Algeria (Seybouse):
- Rainfall (annual rainfall and maximum daily rainfall) and automatic mapping;
- The liquid flows in wadis observed at hydrometric stations highlighting the terms of the water balance, the variability of inflow at different timescales and the importance of flood events. Also, water management is studied through dams and water transfers; - Finally, the sediment transport wadis, modeling in relation to liquid flows and their impact on siltation of dams.
The basin, with an area of 6745 km2, consists of very different physical and climatic environments: semi-arid in south (High Plains) and sub-humid north (Tell) draining rivers with very different flows. Rains, punctually known vary from 230 mm at Aioun Settara raining station in the High Plains to 867 mm at Mechroha raining station in the basin of the Oued Mellah with extremes that mapping helped to develop. Data
analysis, geostatistics, and the digital terrain model (DTM), have allowed spatialization (automatic mapping) information "rain" over several periods.
Rates observed at gauging stations over the period 1971/72-1987/88 shows the variations of annual runoff ranging from 23 mm to Station Moulin Rochefort in the High Plains to 196 mm at Bouchegouf gauging station in the south- Tellian, the flow rate ranging from 6.3 to 26.4% and the flow deficit from 336.3 to 545.7 mm per year for the same basins. In times of flood for the river basin to Seybouse Mirbeck, the
instantaneous flow rate reached 1236 m3 / s at December 31, 1984. Modeling, starting from the maximum daily rainfall mapping has allowed the estimation of maximum daily flows and peak flows leading to the sub-basin of the Bouhamdane River.
Mobilization of surface water is carried by dams (two large dams, four small dams and sixty dams). But the very growing water needs in the basin can be satisfied by transfer involving very large volumes of water.
The study of sediment transport and their interannual variability and inter-monthly is realized by a comparative analysis of the sub-basins. The case study of the river basin Bouhamdane allowed proposing laws Qs-QL and bi-frequency curves and quantification of sedimentation dam Hammam Debagh inflow since December 1987.
This research helped contribute to deepen the knowledge of Algerian hydrology of an important exoréic watershed in Eastern Algeria (Oued Seybouse).
