Constantine who is the third of the country by its importance does not escape the rule(ruler). It is a historic city in the multiple inheritances and in capacities confirmed as for the organization and the management of the Algerian northeast. She knows transfers which echoed on his metropolitan area. His territory spreads out on dozens of kilometers from the housing environment which so created distant peripheries. This clear(net) trend(tendency) to the explosion, to the hypertrophy puts a series of questions of which that of its identity which presents unique(only) characteristics. Its anchoring in the history(story) and its dynamism allowed him(her) to fix populations stemming from diverse horizons and to supply them the attributes of the city(estate). His(Her,Its) capacity to immortalize its material and immaterial heritage(holdings) is one of the major signs. However his metropolitan territory lacks a development program while it is largely necessary for him to have a global coherence. From the absence of this tool resulted from it actions specific, strategic and coordinated as a whole. These realizations carried by the housing environment at first modified the landscape of the city-mother as well as that of the bordering municipal territories. He followed itself many predations. It is also the question of governance that settles insistently. This metropolis passed of a city
- common in a city - urban area without having instruments either structures necessary for the management of this new territory. Repercussions are far from being always positive because disparities are present from now on putting in defect the consistency of the politics advocated by public authorities.

Despite the efforts made since independence to the present day, there is still a great deal of deficiency in finding solutions. What programs are being used and where we have come in terms of agricultural and rural development through the land gateway is the main focus of this research.
This work deals with a fact of a fundamental question related to Algerian land whose question over time could not be conducted in a linear and homogeneous way. The multiple mutations and upheavals experienced by space following the triple pre-colonial, colonial and postcolonial legacy have made land use difficult in all its dimensions and facets. It constitutes a scientific identification that can shed light on the notion of agricultural land in Algeria through the case study of the Oued Zénati region. The latter will be treated in connection with new computer technologies, to achieve quality cartographic modeling with the use of geographical information systems
(GIS).

Three major themes were addressed in this research on the hydrology of the watershed of the river in eastern Algeria (Seybouse):
- Rainfall (annual rainfall and maximum daily rainfall) and automatic mapping;
- The liquid flows in wadis observed at hydrometric stations highlighting the terms of the water balance, the variability of inflow at different timescales and the importance of flood events. Also, water management is studied through dams and water transfers; - Finally, the sediment transport wadis, modeling in relation to liquid flows and their impact on siltation of dams.
The basin, with an area of 6745 km2, consists of very different physical and climatic environments: semi-arid in south (High Plains) and sub-humid north (Tell) draining rivers with very different flows. Rains, punctually known vary from 230 mm at Aioun Settara raining station in the High Plains to 867 mm at Mechroha raining station in the basin of the Oued Mellah with extremes that mapping helped to develop. Data
analysis, geostatistics, and the digital terrain model (DTM), have allowed spatialization (automatic mapping) information "rain" over several periods.
Rates observed at gauging stations over the period 1971/72-1987/88 shows the variations of annual runoff ranging from 23 mm to Station Moulin Rochefort in the High Plains to 196 mm at Bouchegouf gauging station in the south- Tellian, the flow rate ranging from 6.3 to 26.4% and the flow deficit from 336.3 to 545.7 mm per year for the same basins. In times of flood for the river basin to Seybouse Mirbeck, the
instantaneous flow rate reached 1236 m3 / s at December 31, 1984. Modeling, starting from the maximum daily rainfall mapping has allowed the estimation of maximum daily flows and peak flows leading to the sub-basin of the Bouhamdane River.
Mobilization of surface water is carried by dams (two large dams, four small dams and sixty dams). But the very growing water needs in the basin can be satisfied by transfer involving very large volumes of water.
The study of sediment transport and their interannual variability and inter-monthly is realized by a comparative analysis of the sub-basins. The case study of the river basin Bouhamdane allowed proposing laws Qs-QL and bi-frequency curves and quantification of sedimentation dam Hammam Debagh inflow since December 1987.
This research helped contribute to deepen the knowledge of Algerian hydrology of an important exoréic watershed in Eastern Algeria (Oued Seybouse). - Contribution and involvement of the local efforts and capacities in planning, fulfillment and evaluation of agricultural and rural development policies in mountain areas and improving the capacity of actors in the field.
- The establishment of a network for the exchange of experiences in order to develop the level of mutual knowledge capacity among local actors.
- Coordination and coherence between various sectoral program policies, joint development programs and local development plans (PCD-PSD) through logical approaches to counter the weakness of regional natural materials, through deliberate development plans (local development plan), taking into account the rational distribution of investments to different fields according to the diversity of local goods.
-Tangible and effective coordination between local actors and the implementation of local development projects so that the projects are specific and clear by drawing up an economic vision for the region (long-term programming) that can be the most effective guarantee for the development programs that are established and to adopt organizational decisions, mechanisms and approaches.
-The economic activities carried out in the field of study are minimal because of the difficult terrain, the isolation, the legal nature of the land, the poor agricultural techniques used and the weak packaging of water resources aimed at increasing production, causing dysfunction of the retinal marketing network.
-Most of the development programs did not see the light of day or ended with the recording of a few positive results, the lack of continuity and sustainability of projects carried out under the partnership program despite the activation of sustainability through the centers of local initiatives and development of work (CILDE).
-Local governance requires the effective participation of various actors (local government) and the regulation of local practices through the activation and exploitation of the natural, economic, environmental resources available locally and unexploited (snails, quarries, minerals, plastic conversion and mountain tourism)
-The covalent approach of the population and the municipality in accomplishing the partnership projects succeeded to some extent in changing and developing the habits of the rural population.

New dynamics affecting the contemporary city, causing mutations of its
functioning and its representations, both in the center and at the periphery. This causeda real redistribution of urban functions and a redefinition of the concept of ""territory"".
Indeed, in the current context of urban loosening, the center no longer seems opposed to the periphery, because new places with attraction appear ""on the margins"", prompting new relationships. To be interested in these ""new centralities"" is equivalent to be aware of the overall transformation of urban areas and territories.
The Algerian cities seem to fit in this powerful new form of territorial marking of the contemporary urbanization. Biskra, is a transitional city that unites North and South of the country, and whose centrality rose until now with a traditional way, with the domination of a point on the entire territory, has undergone profound transformations.
The sales function was a determining factor for the ""shaping"" of the contemporary centrality of the city. As well, our work is essentially articulated at the crossroads of two approaches: qualitative and quantitative, emphasizing on the business activity, through its different logic. It was found that a new model of centrality is gradually taking place at Biskra. It is now structured around two main poles: an initial centrality marked by the factor and the historical weight and another centrality, this time secondary and peripheral to the economic essence. This structuring of the Biskri space, was the bearer of a new urban dynamic, that made the spatial structure of the city more readable.
In our view, it would be interesting to develop a strategic vision for the urban
agglomeration to prepare, accompany and / or anticipate future urban development ofthe city. The construction of this overall strategy is able to offer action and management opportunities for local communities and the various stakeholders through a logic of complementarily between the existing and new centralities.

To be interested in these ""new centralities"" is equivalent to be aware of the overall transformation of urban areas and territories.
The Algerian cities seem to fit in this powerful new form of territorial marking of the contemporary urbanization. Biskra, is a transitional city that unites North and South of the country, and whose centrality rose until now with a traditional way, with the domination of a point on the entire territory, has undergone profound transformations.
The sales function was a determining factor for the ""shaping"" of the contemporary centrality of the city. As well, our work is essentially articulated at the crossroads of two approaches: qualitative and quantitative, emphasizing on the business activity, through its different logic. It was found that a new model of centrality is gradually taking place at Biskra. It is now structured around two main poles: an initial centrality marked by the factor and the historical weight and another centrality, this time secondary and peripheral to the economic essence. This structuring of the Biskri space, was the bearer of a new urban dynamic, that made the spatial structure of the city more readable.
In our view, it would be interesting to develop a strategic vision for the urban
agglomeration to prepare, accompany and / or anticipate future urban development ofthe city. The construction of this overall strategy is able to offer action and management opportunities for local communities and the various stakeholders through a logic of complementarily between the existing and new centralities.
