The real estate Waqf constitutes an important national wealth and a huge asset that cannot be underestimated, which has made it enjoy a special importance and position in the Islamic community, considering the services it has provided. and the many advantages it has obtained resulting from the different forms of its investment, whose Waqfs are considered one of the most important economic and social institutions that have contributed through the ages and countries to the construction of human and social civilization in Islamic societies, which has led the Algerian legislator to grant special attention as an autonomous Waqf institution and a distinct type of real estate ownership. However, despite the large number of Waqfs in Algeria, neglect and marginalization has affected it, with most of Waqf's assets either neglected or invested in traditional methods, despite the growing interest of the Algerian legislator for the control of the legal system which is related to it. because the problem is not only the inability to activate the methods and schemes of their investment, but rather the lack of effective control of the bodies in charge of the Waqfs, which requires the development of effective mechanisms to control them. The opening of the economic market, the liberalisation of real estate transactions and the policy of investment are all multiple reasons prompting sufficiently to promote a system of “general cadaster” solid and modern, and if the aims that are fixed for it are articulated till that day on the technical and the legal side, hence its use in other needs of investment and fiscal character has not a less importance that what was said before, considering important and useful information of all sectors; economic or social. The real estate is the fundamental base for the start of productive projects, it is essential that it has a great importance on the political, economic and social level, it is considered as an instrument of social stability and peace. However and as any other element in different sectors, it has obstacles preventing the realization of its purpose, i.e. the availability and the diversity of the real estate, on the first hand, and the absence of aims that must be traced for successive laws of investment, and the intended purpose for the promotion of means of investment in Algeria, made that the Algerian legislator is instable in the definition of objectives of the foreign investment, between the economic objectives or the prevention of the political precepts, leading to the restriction of the investment and its limitation under a defined form in order to be existed only under its shadow.Note de contenu : الملاحق.

Despite the efforts made since independence to the present day, there is still a great deal of deficiency in finding solutions. What programs are being used and where we have come in terms of agricultural and rural development through the land gateway is the main focus of this research.
This work deals with a fact of a fundamental question related to Algerian land whose question over time could not be conducted in a linear and homogeneous way. The multiple mutations and upheavals experienced by space following the triple pre-colonial, colonial and postcolonial legacy have made land use difficult in all its dimensions and facets. It constitutes a scientific identification that can shed light on the notion of agricultural land in Algeria through the case study of the Oued Zénati region. The latter will be treated in connection with new computer technologies, to achieve quality cartographic modeling with the use of geographical information systems
(GIS).
