However, the National Security Council which was created as an advisory body became prominent in formulating U.S. foreign policy. Thus, the question that raises here is what roles the State Department and the Secretary of State played in formulating U.S. foreign policy in the presence of a strong and powerful NSC Advisor during Nixon’s presidency?
