In other words, it aims to examine how students who are also learners of a foreign language manage to get fluent during a face to face conversation or in classroom interaction with teachers. This research is based on the hypothesis that learners of English had more opportunities to learn the language, they would reach a better level in speaking. For this purpose, this study is based on two questionnaires addressed to both oral expression teachers and Master1 students to see their point of view about how important mastering the speaking skill of the English language is. This research also includes a test for students in order to determine their level of fluency. The analyses of the questionnaires and test results reveal that both teachers and students acknowledge that they have issues concerning speaking fluency while learning the language and also the teachers have this problem while teaching it.
