It is crucial therefore to develop a new network architecture presenting larger bandwidths and coverage areas. This new architecture is none other than a heterogeneous network where several wireless environments coexit together in order to bring settlement between performances, mobility, and transparent movement. Our study focuses on the development of a seamless mobility by the interconnection of heterogeneous mobile networks and satellites. SCTP protocol proves to be the most appropriate in order to set an architecture that guarantees a transparent passage between these two systems presenting different functioning modes. SCTP takes in charge the concept of Multihoming which allows a machine to have multiple IP addresses during the same connection. Within the same context, we are mainly interested in the issue of the integration of Multihoming to MANET networks seeking therefore to make them more robust. An Ad Hoc mobile network’s main characteristic is its being made of a number of autonomous nodes capable of moving and communicating freely and without any preexisting management central infrastructure. This unpredictably results in an unstable topology. Thus, in order to optimize the management of MANET mobility, we decided to define the most favorable mechanisms in terms of load and economy of network resources for the integration of Multihoming to BGP protocol in the first place. In the second place, we suggested a new extension of SCTP protocol that is designed to improve the availability of sparse MANET links. On the other hand, we focused on the problems of interconnection that fixed infrastructure mobile networks are facing: UMTS, mobile WIMAX and Satellites, as well as on the importance of macro-mobility (at the level 3+, more precisely at the level of transport). The use of Multihoming undeniably increases the quality of service during an inter-network passage. However, it is different than the current version of SCTP protocol. That is why we employed in the current thesis UMTS and WIMAX Mobile interconnection patterns, and Satellite WIMAX Mobiles based on different SCTP protocol versions which will result in increasing the flow in case of high speed mobility, and enabling the management of an important number of mobiles within the same cell. Finally, we focused on achieving a global mobility between the four previously considered networks. This could show in the ability of interconnecting different technologies with the purpose of avoiding service interruption within the course of an inter-network transfer. That is why we suggest different variants of the interconnection patterns: Satellite, WIMAX Mobile, UMTS and MANET; which will improve the quality of service of mobile users.

development of uses of outer space that have achieved the interest of all mankind in all
fields, and it is still considered as a new area needs a lot of research and study.
This a new Human activity was needed to find legal rules organize it, so since the
beginning the United Nations had establish a legal regime governing the exploration, use
and Later the exploitation of outer space, and succeeded thanks to the Committee on the
Peaceful Uses efforts and the respond of states to codify this area, so isn’t be a scene of
conflict and competition between countries in period of divisions and Cold War.
the United Nations efforts Crowned by realization of a number of important decisions
were considered the cornerstone in the formation of a new legal branch called the
international space law, and the most important agreement was the outer space treaty in
1967, and was followed by several agreements related to the Rescue of Astronauts and
restore absolute bodybuilding in 1968, and the Convention on Liability for Damage in 1972
and the Convention of Registration of objects Launched in 1975, then the agreement which
governs the activities of States on the moon in 1979.
Although the importance of these agreements, but it did not resolve the legal problems
posed by the use of space, especially in light of the development of those activities and
increase the number of actors in this area, this is why the United Nations thinking of a new
legal resolutions, so it was the resolution of principles of the television broadcast in1982,
and the principles of earth sensation in 1986.
The rapid development of this area made the mission of the UN difficult to find
solutions to those legal problematic, but with the specialized international organizations and
non-governmental organizations interested in outer space efforts it helped to release many
collective and bilateral decisions that had a positive impact in solving modern problems such
as pollution of outer space environment and the jamming and space debris.
International cooperation is the only way to achieve greater efficiency for the use of
